Jason Lee Swim & Tennis Club RULES AND REGULATIONS

DEFINITIONS
MEMBER – The person or persons whose name appears on the membership certificate, the spouse, the children living at home (or in school), or others residing in the member’s home, as registered with the Secretary.
SWIMMER – A person who is capable of passing a standard swimming proficiency test which has been approved by the lifeguard and the Board of Directors.
YOUNG ADULT – A person 16 to 17 years of age.
CERTIFIED YOUTH –Children 6-15 years of age who are qualified as a Certified Youth, have attended orientation and have a “Youth Swimming Certification” on file in the pump room for the current season. See section IV for detailed information.
ADULT – A person 18 years of age or older.
HOUSE GUEST – Any guest living temporarily in the home of a member.
GUEST– Any other person on the grounds by invitation of and in the company of a member.
RENTER – One who rents the member of record’s residence, when the member of record has moved from the area and no longer uses the facilities (reference Renter Policy). The term “renter” can be used in place of “member” in these Rules and Regulations for administrative use only and does not imply that the renter is (or is acting for) the member of record.
OPERATION AND MANAGEMENT
The Board of Directors shall be responsible for the establishment of general rules and regulations covering the use of the club facilities including:
Setting operating hours, establishing lifeguard hours, and posting the current operating schedules at the club site.
Establishing the policy concerning guest admissions.
Posting the list of pool monitors for the season.
The lifeguard or Board Members may impose penalties of suspension for one or more days for infractions of the rules and/or improper conduct. The Board of Directors will deal with the more serious infractions. Differences of opinion must be taken up with the Board of Directors. Excessive noise requiring Board or city Police action will result in suspension of privileges for seven days. In cases where the Board of Directors finds that imposition of penalties provided by the Club Bylaws would be too severe, but that disciplinary action is necessary, the Board of Directors may, at its discretion, forbid any member found in violation of these rules use of the club facilities for a period of time not to exceed one year and/or levy a fine of not more than $50.00 plus damage costs, if any.
Lifeguards are permitted to teach swimming lessons to members during approved hours. See Swim Lesson Rules and Regulations.
Members shall not duplicate keys. Doing this may result in revocation of membership. Additional keys can be purchased from the Treasurer.
Each member must complete 8 work credit hours per calendar year, and report hours via email to JLSTCworkhours@gmail.com. Any hours not completed by December 31st will assess a fee per hour not completed, to be paid with the following season’s dues. All hours need to be reported on or before December 31st of the current year. Any request to have unreported hours overturned will need to have a proof of completion. Unreported hours will be voted on by the Board of Directors to determine their validity on a case by case basis.
MEMBER ACKNOWLEDGMENT
All members must review and acknowledge the current Bylaws and Rules & Regulations before pool access (fob activation) will be granted.
Members who do not complete acknowledgment will be considered not in good standing and therefore:
Will not have their pool fob activated, and
Will not be permitted to use the facilities until acknowledgment is received.
Acknowledgement may be completed electronically or in writing, as determined by the Board of Directors.
It is the responsibility of each member household to ensure acknowledgment of the Bylaws is completed annually, however, in the event no changes have been made no additional signature is required in order to maintain membership privileges.
DRESS CODE & GENERAL RULES FOR USE OF FACILITIES
People entering the water must wear an appropriate family friendly swimsuit. Thongs, mini or micro bikinis, cheeky bottoms and Brazilian cuts, along with blue jeans, disposable diapers, and cut-offs are not allowed. No skimpy coverage
Adequate protection is required for children who are not toilet trained and anyone who lacks control of defecation. Protection includes plastic pants and a swim diaper. Swim diapers and plastic pants shall have waist and leg opening fitted such that they are in contact with the waist and leg around the circumference and covering the entire swim diaper. Please check diapers often, to reduce contamination all diaper changes must occur in the restroom. Infants with no diaper, regular diapers, or pull-ups will not be allowed in the pool
All persons must change in the designated changing areas. Changing on the pool deck is not allowed, this includes children regardless of their age.
Members in good standing, as determined by the Board, shall be allowed use of the club facilities without admission fee, subject to conditions stated in the bylaws of the club and in accordance with these Rules and Regulations.
Member’s dues and assessments cannot be in arrears by more than thirty (30) days from the published due date each year, or a penalty fee of $50 will be assessed.
Members must sign in when entering the pool enclosure, indicating the number of household members and guests in their group.
A nonmember may not use the facilities except as a guest or house guest of a member, who shall be in the company of the guest and responsible for his or her conduct. See section IV Guests.
Designated swimming periods for members, guests, and houseguests shall be in accordance with the current operating schedule.
“NO LIFEGUARD ON DUTY” sign will be posted at the main pool entrance
PERSONS SWIMMING ALONE DO SO AT THEIR OWN RISK. NO ONE UNDER THE AGE OF 18 MAY SWIM ALONE.
When a Lifeguard is on duty, all children 5 years and younger must be accompanied by an adult. (See table below.)
When no Lifeguard is on duty, an adult must accompany all children 12 years and younger. Children ages 13-15, who are not themselves a Certified Youth Swimmer, must be accompanied by an Adult or Young Adult. No one under the age of 18 may swim alone (See table below.).
A Monitor is NOT a lifeguard, nor does a monitor act as an accompanied swimmer.
All persons must shower before entering the pool.
If you have a disease that can be transmitted by water or have been ill with diarrhea or vomiting in the last 2 weeks, don’t use the pool.
During Lifeguard hours, 10 minutes of each hour will be set aside for lifeguard breaks. No children will be in the pool for these breaks.
Adults or adults holding an infant may swim during lifeguard breaks during lifeguard hours.
Adult / Lap Swimming will be held Monday - Thursday from 5:00 PM to 6:00 PM, or at other times as determined by the Board of Directors. Lap swimming shall have priority at this time. No one under the age of 18 may be in the pool during this time, including the wading pool. Any member 17 and under can be on the pool deck during this time.
The gates to the fenced areas are to be kept closed at all times except for entrance and exit. Do not open the gate for anyone who does not have a key.
No diving or other loud activities shall be allowed after 9:00 PM.
The life ring has been provided for use ONLY in emergencies or life-saving classes.
Alcoholic beverages, smoking (including e-cigarettes), or marijuana are not allowed on the JLSTC grounds/property.
The lifeguard or monitor is authorized to eject any person(s) from the pool or tennis court area for violation of the rules, or whose conduct warrants such action in the opinion of the lifeguard or monitor. A Board member should be contacted as soon as possible and apprised of the situation.
Certified Youth (Children Ages 6-15 years)
Member’s children ages 6-15 years must pass a swim test with a lifeguard, along with attending orientation annually to become certified. A Certification of Youth Swimmer that is signed by the child, a parent and a lifeguard will be kept on file held in the pump room for reference.
The swim test consists of
Swimming 25 yards non-stop using the front crawl (“freestyle”)
Body must be horizontal
Flutter kick required: not bent knees or “bicycling” kick
Face in water; Rhythmic breathing to front or side
Over water arm recovery (no dog paddle)
Jump into deep water, surface unassisted, tread water for one minute in a vertical position with mouth above water line
Exit from pool unassisted
A Certified Youth can be asked to repeat the test at any time if a lifeguard has concerns about their swimming ability, even if they have previously passed the test by that lifeguard or another lifeguard. The lifeguards have the right to restrict any swimmer from using the diving board, being in the deep end of the pool, or the pool at all if they are not comfortable with the swimmer’s abilities.
Children becoming certified must attend a mandatory orientation which will consist of but not limited to:
How to sign in/check in with a lifeguard when unaccompanied by an adult
Understanding when you can and cannot swim unaccompanied by an adult or when you need to bring another member with you.
General pool etiquette
Guests and House Guests
Members are allowed 5 guests per visit. A Lifeguard or member of the Board can refuse guests at times if they deem fit; unsafe conditions, max number of swimmers, swimmer to lifeguard ratio.
Each guest entering the pool must be signed in by the member and their signed liability release form needs to be placed in the “Sign-In” binder.
Special requests regarding the guest policy will be considered by the Board.
Monitor Information
Each member will be required to monitor the pool one night per year during the hours from 6:00 PM to 10:00 PM (until 9:00 PM on nights with very poor swimming weather, as approved by a board member). These times may be adjusted by the Board of Directors as circumstances warrant.
The monitoring night will be volunteered or assigned by the Board of Directors.
Member must be in good standing with dues paid prior to their monitor night.
The pool monitor must be an adult over 21 years of age.
Any member failing to show up for their assigned monitoring night shall be assessed a $70.00 fine. Substitutes who monitor will be credited $35.00 toward their next year’s dues. Members are limited to 2 substitute monitoring nights per season. If a monitor does not show and no substitute is available, the pool will be closed and padlocked for the evening to meet liability insurance requirements. Each member is responsible for obtaining a substitute if needed on their assigned night.
Members may trade monitor days with other members at no charge, but they need to notify the monitor coordinator of the trade in advance.
Monitor duties:
Watch pool entrance and ensure members are signing in and guests are placing liability release forms in the Sign-In binder. Also ensure children ages 13-15 that are unaccompanied by an Adult or Young Adult are certified as a Youth Swimmer (see “Certification for Youth Swimmer” forms kept in the pump room).
Enforce all pool rules and regulations.
Report people who break the rules to a Board member and call the parents or guardians of offenders if necessary.
Complete the monitor duties in the “Monitor Binder” stored in the pump room, including turning off lights and locking all the doors and gates.
RESERVED PARTY POLICY
A “party” is defined as 10 or more guests at any one time per membership.
A party may not exceed 40 non-member guests and members.
To Reserve a Party a membership must:
Obtain consent, by contacting the Party Coordinator (or in their absence the vice-president) at least two weeks prior to the proposed party.
All pool parties must be reserved using our online form. Scan the QR code posted at the pool or access the Google Form Link to submit your request. For questions, please email the pool party email.
Post a $75 refundable deposit, to ensure proper cleanup of the facilities. The Party Coordinator will visit at the end of the party to verify clean up and non member guests have left, this is required to receive your deposit back. All payments and refunds will be processed through Cheddar up. (No cash or checks accepted for a party)
Pre-pay $35 per hour (nonrefundable) for reserved tables under the awning, provided lifeguard(s), and additional chemical usage additional swimmers bring; JLSTC will provide 1 lifeguard for the duration of the party. Parties over 25 guests (at no additional charge) may receive a second lifeguard if the Board determines a need.
Board members can shut the pool or party down if unsafe conditions prevail.
The party coordinator or vice-president will contact the hosting member in regards to the status of the party.
The party coordinator or vice-president will post the information at the pool prior to the party.
To ensure safety, only one party group will be allowed per evening or swim block.
Obtain a LIABILITY RELEASE form from all non-members prior to entering the fenced pool area. (See attached JLSTC LIABILITY RELEASE FORM, whichmay be copied for members’ use.)
The hosting member is responsible for all guest actions.
The hosting member is responsible for the proper clean up of the facilities.
The hosting member is responsible for any damages. Damages exceeding the deposit ($75.00) will be paid for by the hosting member.
All parties must end by 10:00 PM and may not be scheduled during Adult Lap time.
USE OF THE WADING POOL
Use is limited to children 5 years and under.
Each child must be accompanied and supervised by an adult. Such persons are responsible for the child’s safety.
The lifeguard and monitors are not responsible for the wading pool.
Showers are required before entering the wading pool.
See III.15 above for swim diaper requirements.
Wading Pool is not to be used during Adult Swim/Lap
SPECIFIC POOL SAFETY RULES AND REGULATIONS
DIVING BOARD – Headfirst diving, or use of the board when closed, is prohibited. Objects, such as chairs, will not be put on the board. Only one person on the board at a time. Only one bounce is permitted. Running on the board or jumping from the side of the board is prohibited. No one over 250 lbs. may use the diving board.
SLIDE – One person at a time. The slide is to be used in a sitting position, with feet first. Do not stop on the slide, back up, or climb up the slide. No hanging or climbing onto the slide from the water. No horseplay allowed on the ladder. An adult must supervise children under age six.
POOL EQUIPMENT – Playing with, sitting upon, or intentional pulling of and pool equipment is not allowed.
WATER GUNS, FLOATS, DIVE MASKS, AND FINS – Water guns, floats, masks, and fins are allowed during non-busy hours only. All items must be free of dirt, oils, etc., before being allowed in the pool. Jumping into the pool with a dive mask on is not allowed. The lifeguard, Board Members, and/or monitor may limit the use of accessories at any time.
BEVERAGES AND FOOD – Beverages and food are allowed only in non-glass containers within the fenced pool area. No beverages or food are allowed within 4 feet of the pool. Picnicking is to occur in the appropriate covered areas away from the pool. No alcohol, smoking, or marijuana is allowed on the premises. Members, their children and guests are responsible to clean up after themselves including their personal belongings, garbage and spills.
CHAISE LOUNGES, CHAIRS, AND TABLES – Chaise lounges, chairs, and tables are to be at least 4 feet from the edge of the pool in order that a free lane can be maintained around the perimeter of the pool.
No pets, water balloons, or wheeled toys shall be allowed in the fenced area. Bicycles must be parked outside the fenced pool area, or in the bicycle rack located inside the gate. No wheeled toys shall be ridden within the gates.
No running, pushing or “horseplay” will be allowed in the fenced area.
No loud, boisterous, or obscene language or disorderly or unsuitable conduct will be permitted and is cause for suspension of privileges.
No jumping into congested areas. No head first diving is allowed in any part of the pool.
USE OF THE TENNIS COURTS
Rubber-soled shoes must be worn at all times on the tennis courts.
Members over 18 shall have first priority on use of tennis courts after 4:00 PM and before 8:00 AM. Only members 18 or older may make reservations for court use during these hours. Others may use the courts if no reservations exist.
At least one member or registered houseguest must be present at each game.
Reservations for tennis times can be made by contacting the vice-president of the Board.
The courts can be reserved for one and one-quarter hour of play. Except for club-sanctioned lessons or tennis activities, continuous (standing) reservations are not permitted. Each member may have only one reservation at a time. Those who have made reservations and do not appear on the court within ten minutes of the scheduled time shall forfeit their reservation.
No alcohol, smoking, or marijuana is permitted inside the tennis court fence.
No wheeled toys, pets, food, or beverages (other than water in a non-glass container) are allowed inside the tennis court fences.
If others are waiting for use of the tennis court, game play shall be limited to one set for singles and two sets for doubles; open play should be limited to no more than 45 minutes.
The tennis court is not to be used for any activity other than tennis without the specific approval of the Board of Directors.
JLSTC Swim Lesson Rules & Regulations

These rules and regulations have been adopted for the purpose of assuring greater safety and more efficient operations of the club facilities for the use of swim lessons.
DEFINITIONS
MEMBER - The person or persons whose name appears on the membership certificate, the spouse, the children living at home (or in school), or others residing in the member’s home, as registered with the Secretary.
NON-MEMBER - Any person (including relatives and friends) who come with the member. A member must be in attendance with a non-member.
WHO MAY TAKE LESSONS - Members and non-members may enroll in swim lessons. Non-members may enroll if there is space available in the class. Non-members who are relatives of members will take precedence over other non-members.
COSTS FOR SWIM LESSONS / CLASS LIMITATIONS / LIABILITY RELEASE FORM
Cost of swim lessons will be determined by the JLSTC board and adjusted as necessary. 2026 pricing is as follows:
- Members: $45.00 per session
- Non-members: $85.00 per session.
Payment for each session is due and payable by the sign-up deadline for each session, usually the Wednesday prior to the session starting. If students can only attend part of a session, they will need to pay the full price for that session to hold their spot in the class. Refunds will not be given if the pool is closed due to weather or hazardous conditions.
Class size will be limited to 5 students per instructor per class. Class sizes for older, more advanced students may be increased to a maximum of 8 at the discretion of the instructor and swim lesson coordinator.
A liability release form which states rules and regulations to be adhered to will be signed by the parent or legal guardian of non-member children taking swim lessons.
USE OF FACILITIES DURING SWIM LESSONS BY PARENTS AND NON-STUDENTS
Anyone who is not in the scheduled swim lesson is restricted from the big pool and the area surrounding it. No adult lap swim will be allowed during swim lessons. Non-students are only allowed in the covered table area and wading pool area during lessons.
Parents are responsible to watch their children who are not taking a lesson. Non-students are not allowed to distract the swim instructors and students during lessons. Noise level must be kept low to maintain safety and a proper learning environment. Parents need to be assertive and proactive with their children and other children who attend with them. Disruptive children will be asked to leave the fenced pool area if problems are not resolved.
OTHER RULES AND REGULATIONS
Any and all other JLSTC Rules and Regulations will apply to general use of the facilities during scheduled swim lessons.
